the cops beat-up whomever they're sent to beat-up. The question then becomes who sent them? In any municipal government those people are the mayor, the town or county council and the sheriff or chief of police. Most of the cops are anonymous and hence unaccountable. Elected representatives are known and should be held accountable. Protests should be held wherever these people are.
