This shouldn't be a problem. The solution is simple.

Cut the fossil fuel producers OUT of the equation.

The Government has the RIGHT to own things. Let's build a Publicly Owned Solar Energy Corporation.
Let them bitch and complain; our argument is easy: if you thought you could make a profit at it, you would a done it by now. You had your chance, chose not to take it, so now Uncle Sam is going to claim that space on behalf of the Public Commons.
If we paneled every rooftop in America we'd have enough to store (instead of coal-fired power plants we build giant battery-storage facilities) and use what money we do make to massively subsidize hybrid and all electric vehicle purchases, filling stations that store standardized replacement batteries instrad of wells of gasoline, high speed rail and Public Transportation, and plant-based hydrocarbons (because yes, Virginia, you can make Plastic and styrofoam out of HEMP OIL, and you'll never run out because it grows like the weed that it is).
Exxon, Monsanto, Phillip Morris ET AL can all go Fuck Themselves. We KNOW what the answers to these problems are.
It's time to trust our Government again.
