My first thought was "Democrats moved and Republicans stayed? that seems improbable, shouldnt changes be roughly proportional, with no overall change in difference between the parties". But on reflection, I suspect the cities are the hardest hit, and the cities are where you tend to have higher quantities of Democrats.
