Here's a link from politifact, which points out that it is very unlikely Bush and Cheney would be arrested overseas due to fear of backlash in US foreign policy, and asserts there are NO outstanding warrants for the arrest of either of these amoral lizards.

However, the article also points out that 'In 2005 Donald Rumsfeld nearly pulled out of a conference in Germany until receiving prosecutors’ assurances that he wouldn’t be arrested, according to the Guardian.' So it isn't that far fetched, though Rumsfeld is admittedly a lesser lizard.
