Wisconsin's unemployment numbers are going down, even though the number of Wisconsin jobs are dropping.

This is because the numbers are counted two different ways. Using the Kos example, if someone living in Racine gets a job in Chicago, IL, her job is counted in Illinois' total (for the OP chart). However, since she lives in Wisconsin, her employment counts for Wisconsin.

In other words, more people are commuting from Wisconsin to other states, dropping Wisconsin's unemployment numbers. Seems like if Scott Walker was such a great economic leader, he could get Wisconsin citizens jobs in Wisconsin.
