on edit - but even with that said, "welfare" was essentially ended under Clinton; what we have now is the TANF program which is much harder to qualify for. What most repugs are talking about isn't that, as it has been steadily declining for many years, even through the recession. What they are talking about is the food stamp program. Even that you have to say - if people are working (and most people on the program are working) why are they not being paid enough to put food on the table? Maybe they make enough to pay the rent, but not much else. Why should anyone working full time not be able to afford to eat?
