23. What is the proposal?

"The president has assured the Republicans that he will deliver Democratic votes for historic attacks on Medicare..."

Really? From the NYT article:

WASHINGTON — As they explore possible fiscal deals, President Obama and Congressional Republicans have quietly raised the idea of broad systemic changes to Medicare that could produce significant savings and end the polarizing debate over Republican plans to privatize the insurance program for older Americans.

While the two remain far apart on the central issue of new tax revenue, recent statements from both sides show possible common ground on curbing the costs of Medicare, suggesting some lingering chance, however small, for a budget bargain.

<...>

So far, the changes the president has proposed do not go as far as a single deductible and a cap on catastrophic costs. Instead, Mr. Obama has called for increasing the Part B deductible, which has risen much less than medical costs. He also proposed that beneficiaries pay something for home health care, which is among Medicare’s fastest-growing and most fraud-prone expenses; people just released from the hospital would be exempted.

The entire article smells like Republican propaganda. It's not until the end of the article that it points out the single deductible isn't the President's proposal. The President has proposed changes to Medicare advantage.

FreedomWorks hits Obama on Medicare Advantage cuts

By Elise Viebeck

FreedomWorks, the prominent Tea Party group, is hitting the Obama administration for looming cuts to Medicare Advantage.

The group released an online ad Wednesday charging that the cuts will force between 2 and 5 million seniors to lose their private Medicare coverage, placing them back in the traditional program.

The ad blames "ObamaCare," which made billions in cuts to Medicare Advantage by changing the program's payment formulas.

The administration recently proposed an additional Medicare Advantage cut designed to pare back what government auditors say are billions in overpayments to the program.

I'll wait to see the proposal, but there is no reason to expect that it isn't going to be in the form of savings similar to his previous proposals.
