No, just because he signs a law into effect and is the president of the united states does NOT mean he is responsible for that law being passed.
I am sick of people saying that he should know what is in a bill that he signs into law. He can't read everything. Do you think he just sits around reading all day?
Put the blame where it belongs, people! In the hands of the private corporations like Monsanto who are NOT elected into office to represent the will of the people, for the people.

The continuing funding bill couldn't be vetoed, imo. Of course he had the right to veto.
