It is no longer winner takes all. The RNC did not want Florida to move up its primary, but they did anyway. Splitting the delegates was the "punishment". I suppose the reasoning was that Florida is a delgate rich state, and having the Primary this early, would be a discouragement for other states, and other candidates?
