(1) First, there were multiple shootings by street cops against innocent people who don't even look like Dorner.
(2) Then, the response from the police spokesmen was to trivialize the life-threatening shootings.
In Purdue's case, the police issued a press release which said that Purdue was unhurt (meaning he was "not shot" . If they condemned the irresponsible and life-threatining shootings by their underlings, they didn't make such condemnation known to the general public.
Instead, it appears from what was first said by them was an expression of their attitude that "accidents happen." Or at least "accidents happen" when cops shoot at innocent civilians. It's unlikely that if any civilian were to shoot at a cop that the brass would take the same "accidents happen" attitude towards a civilian shooter.
Now that a little time has passed, it appears that the cavalier attitude of the police brass is not being displayed as much and that others who report to them will investigate the shootings. IMHO, the shootings should be investigated by an independent agency such as the FBI.
In the meantime, it appears that, against all odds, Dorner is still alive. It is unlikely, however, that any life-insurance company would want to underwrite a policy for him.
You're right that he's not planning on being captured. The police brass and the cops on the street don't want him captured either.
