How do you know who he meant and who he didn't?

The general consensus of slavery at the time was that it wasn't the business of the federal government and was the states responsibility to regulate or allow slavery. The fact that slavery was left out of the constitution means nothing, it was not accidental. have you read any of the federalist papers?
