By the way, here's my own speculation about the near-collapse of filibuster reform: I think there might be a number of Senate Democrats who are happy that the Republicans can stonewall legislation with the mere threat of a filibuster.

Why? Because it gives them a built-in excuse for inaction. If passing an important piece of legislation would get them in trouble with some of their big-money donors, but voting against it would get them in trouble with their constituents, a Republican filibuster is the answer to their prayers. They can shrug and say:

"What can we do? Our hands are tied! Darn those Republicans and their filibusters!"
