come to my liberal/conservative distinction:

The difference between Liberals and conservatives boils down to their respective core beliefs. Liberals believe that bad things happen to otherwise undeserving people, including themselves. So in order to protect themselves, they want and are willing to pay for a social safety net that will serve them (liberals), should the need arise. If, by chance and fortune, a liberal doesn't need the benefit, the Liberal doesn't cry because he/she knows, again, that bad things happen to otherwise undeserving people.

On the other hand, conservatives - firmly rooted in the "rugged individualist", "self-made man" American mythos. So in order to protect themselves, refuse to acknowledge that bad things happen to otherwise undeserving people ... They have to, because if they do, they would also have to acknowledge that their core belief of being "an island" is a myth ... they are subject to the same uncontrollable misfortune as less deserving people. This translates into a refusal to support and/or reluctance to pay for a system that they have convinced themselves they will not need.

Events like Sandy, and personal tradegies, that require assistance cut against the conservative world view; but rather than acknowledge it, and thereby, acknowledge their inability to control their world, they just deny that it is an issue that they must address.
