for improved access to mental health services. Raygun's defunding of mental health and release of mental patients upon society was warned against by Liberals and Democrats at the time upon deaf ears. Now 30 years later the mechanism for involuntary civil confinement based on the "danger to self or others" has been dismantled and in it's place is the standard, 'he/she must commit a crime before they can be confined involuntarily' regardless the fears or pleading of the loved ones of the mentally ill or authorities who suspect a person is dangerous to self or others. Reinstatement of funding of mental health services and addiction services would have the greatest impact of any policy changes I have heard, IMHO.
