I've always thought that Rice was a Clinton choice which he agreed to in exchange for their support after the election.

Her record on Africa is atrocious eg. See Rwanda eg, and her role in that tragedy during the Clinton years, and then later her support for African Dictators even when people in the State Dept disagreed with her. I was very disappointed that he brought her into his administration.

Otoh, it's possible he knows all about her and likes her. I would prefer to think that is not the case.
