It's obvious what Hur is up to. He wants to be unconstrained by DOJ policy when he contributes to the GOP sham hearing. But I don't understand this question:
Who did he arrange his early retirement with, Merrick Garland?
Would he really have to arrange his retirement with Garland? Couldn't he just up and retire if he chose to?

If Garland is/was his boss I would think he had to talk to Garland about his decision to retire early.
