Did Garland break a promise? No.
Trump is going to play the "equivalence" game, and the media don't play with a full enough deck to police it. Truth ain't their job.
So, if Garland had (to steelman what is perhaps your take), appointed someone "neutral" (if such exists) and/or edited/redacted/squelched the report after its production, Trumpies would have been able to use it as an example of Garland protecting Biden. And it would have been a good example. Fortunately, it didn't happen.
Garland strengthened the case against Trump. Pence investigation? No charges. Biden investigation? No charges (but a dirty little innuendo trick pulled). Trump? Investigated, indicted, and will be convicted.
