It sounds like there was more than one motion involved, and the court did not rule the same way on all of them ("the court grants in part and denies in part Defendants’ Motions to Dismiss" ), but the immunity issue is key. If the court had ruled that he does have immunity, the whole lawsuit would be out the window, and that did not happen. I think it's appropriate to call that a pretty big win!
