What people are asking I think is shouldn't he have blown the whistle on the whole thing?

IF he could have gotten enough people to do Article 25, I think he would have.

But the DOJ was in on it. FBI has no control to stop the President. CIA has no control.

WHO could he have gotten to stop the madness? I can't think of anyone.

So he did the little Dutch Boy putting his finger in the Dam bit.
