A bipartisan commission, by it's very nature of bipartisanship, should remove some of the worry about a politically motivated outcome. If that's how he feels he should have not voted against it. The DOJ could still take it up, and probably should, but he had a responsibility to get to the truth as well. Sounds to me like he is saying he would rather sit back and let someone else do it for him.
