Instead of requiring 60 votes to stop debate, make it 40 votes to continue debate. If the minority wants to stall legislation, make them stick around 24/7 to do so. You don't need to eliminate it to effectively stop it from being used the way it has been.

The electoral college can't be fixed until the ratio of Representatives is resolved. That may only be fixed by increasing the number of members of the House of Representatives. That or by changing the ratios, meaning that more smaller states would end up with just 1 Representative in the house to make the ratio of smaller states to larger states closer.
