The burden of proof is on providing evidence that a given shipment of masks or ventilators was taken and redistributed to where it was needed.

For that they'd need identifying marks.

And have to overcome the suspicion of having that information falsified.

They'd have to find enough evidence that there'd be no choice but accept it as proving the claim that nothing nefarious happened, but the bar would just be raised higher and higher--and if the case were made for one incident, then there'd be 20 others to repeat the game with. It just takes one fact to let a person believe, but scores to deny a person that belief.
