It is one of six things that must be proven:
Full legal name
Date of Birth
Proof of US Legal Presence
Social Security Number
Proof of Address
Legal Name Change (if applicable)
I have both a passport and a motor vehicle ID. The amount of documentation reqiured for the RealID in Ohio is significantly more than that required for the passport.
Whether you think it is a silly regulation or not, it is what is required.

In AZ you need an original/certified copy of your Birth Certificate and original SS card ...

Maybe req to show an SSN was added after you got yours ... they've been available in many states
