21. Yeah, they got him on a tip he was about to enter Canada.

Niagara County Sheriff James R. Voutour said local law enforcement agencies had a tip that Anderson might try to enter Canada at the nearby Whirlpool Rapids Bridge. Anderson's girlfriend, who was traveling with him, also was present but was not charged, Voutour said.

Either his friends or his girlfriend turned him in. I'm not thinking girlfriend actually because she would've been arrested anyway for helping him. She either didn't know or never admitted to knowledge of it.
