New personnel wouldnt have the hundreds to thousands of x-ray experience a typical TSA officer has. Nor any experience with proper bag search procedures for carry-ons or checked bags. The only solution would be full bag dumps and search all items in every bag for every passenger. So youd be looking at 4-6 hour waits in a moderately busy large airport and lots of people and bags missing their flight.
