Puerto Ricans are citizens? As are the Chamorros of Guam and residents of other US territories.

Does having an "official" language mean we don't have services in German or Japanese for tourists or business types coming here spending money?

Whilst there may be few Hawaiians or native Americans who speak only the old tongues, does having an "official" language mean there will no longer be support to keep those languages from going extinct?

ESL courses already have long waiting lists, and forcing Puerto Ricans into them to get a drivers license is pointless, stupid, probably unconstitutional, and stems from bigotry. Forcing Hispanic immigrants into them probably isn't unconstitutional, but still pointless, stupid, and bigoted. Forcing French or Italian long term visitors into them isn't bigoted, but is pointless and stupid.
