The President sets policy. I doubt either HRC or Kerry, who is more of a negotiator and was more involved in diplomacy on this, would work for Trump.

What would make sense is any non political SD person who worked on Syria if any are still on the department. The question would be who that person would work for.

It might be any diplomacy will have to be led by France. The UK has Boris Johnson as their foreign minister.
