45. I believe this to be true based on what Schneiderman himself has said.

On November 29, he quoted himself from the GQ interview linked below in a tweet. The quote was:

"If we can’t get checks on the presidency from Congress, my office won’t hesitate to fill the space. I’m willing to bet on the rule of law.”

(NOTE: "by Congress" could be taken two ways: 1) the Congressional committees fail to act, or 2) Congress fails to act when Mueller concludes his investigation and recommends impeachment.)

Evidently, Schneiderman wanted to stress that point by tweeting it as a quote. I have long felt that he is part of the backup plan. If for any reason, it is necessary for him to step in so that justice prevails, I believe he will not hesitate to do do. Whenever I begin to feel hopeless, I remind myself of this.
