A Louisville narcotics detective was accused multiple times of using charges against drug addicts to extort them into sex. He was able to resign and prosecutors never charged him, DOJ says.

A narcotics detective with the Louisville Metro Police Department was accused multiple times of using charges against female drug addicts to extort them into sex, but he was allowed to resign and was never charged for his actions, a Department of Justice investigation into the LMPD's conduct found.

The report, released Wednesday, followed an investigation launched in April 2021 to investigate whether the LMPD practices a pattern of unlawful policing.

In the report, the DOJ accused the LMPD of not appropriately investigating officers accused of sexual misconduct and domestic violence. The report also found that units tapped to investigate claims of domestic violence do not conduct "thorough" investigations and often disregard evidence.

In one example, a woman accused an LMPD narcotics detective of having sex with her daughter, whom he had previously charged with drug possession. The daughter told investigators that the detective sent her nude photos and then leveraged her charges to get her to return the favor.

"If he's doing it to me, he's doing it to somebody else," the daughter told investigators.

DOJ issues scathing civil rights report on Louisville police

The Department of Justice (DOJ) on Wednesday issued a scathing report of its investigation into the Louisville Metro Police Department (LMPD), finding that the department and the local government have engaged in a pattern of discriminatory behavior against Black citizens.

The DOJ report said the police department and Louisville/Jefferson County Metro Government have regularly used excessive force, conducted searches without valid warrants, used no-knock warrants, discriminated against Black people in law enforcement activities and taken other actions that violate the Constitution and federal law.

Attorney General Merrick Garland said at a press conference that the police’s conduct was “unacceptable” and “heartbreaking.” He said it destroys the trust that is necessary for a police department to have from its community.

‘Culture of impunity’: San Marcos police facing civil rights lawsuits for using Taser on 2 people, including man who is deaf

A pair of lawsuits pending in federal court in Austin accuse San Marcos police of quickly resorting to the use of stun guns to violate the civil rights of two men in separate incidents.

Police used a Taser weapon against John Kelley, who is deaf, in May 2019 while he was walking along a highway frontage road, body-worn camera footage obtained by KSAT Investigates shows.

Through an American Sign Language interpreter, Kelley told KSAT he was walking away from his family’s vehicle near the Interstate 35 access road and Davis Lane after having a disagreement with his wife.

He later learned that someone who saw Kelley and his wife, who is also deaf, signing to each other, called 911 and reported a possible physical disturbance.

Footage obtained by KSAT shows three officers approaching Kelley from either side of him and from behind, repeatedly yelling for him to stop before two officers used their Taser weapons on him.

The video shows Kelley falling to the pavement and rolling onto a grassy area as officers continue to yell for him to put his hands behind his back.

DC Police Sergeant Charged With Murder, Civil Rights Violation in 2021 Shooting

DC Police Sergeant Charged With Murder, Civil Rights Violation in 2021 Shooting

A D.C. police officer is charged with second-degree murder and a federal civil rights violation in the fatal shooting of a man in Northeast in August 2021, according to the U.S. Attorney's Office for D.C.

Sgt. Enis Jevric, 41, pleaded not guilty in court Tuesday and was released on personal recognizance. Jevric shot and killed 27-year-old An'Twan Gilmore Aug. 25, 2021.

"When an officer willfully disregards the safety of a citizen he is sworn to protect, he violates the trust placed in him by virtue of his badge," U.S. Attorney Matthew M. Graves said in a news release.

Police found Gilmore asleep at the wheel with a gun in his waistband and blocking traffic about 2:45 a.m. that morning on New York Avenue NE at Florida Avenue. His car started moving after officers woke him up, and they fired into the moving vehicle, against D.C. police policy.

Former Fall River police officer now accused of domestic abuse against 2 different people

Former Fall River police officer now accused of domestic abuse against 2 different people

Former city police officer Bryan Custadio, already facing serious domestic abuse charges with one incident while on duty, was ordered held at the Bristol County House of Correction last week after he allegedly attacked a different domestic partner.

Custadio, 32, was free on personal recognizance pending trial for assaulting and choking a family member in incidents alleged to have taken place in October and November in 2021. Also in that case, Custadio is also alleged to have retrieved an ax during a dispute and threatened to destroy kitchen equipment.

He is also accused in that 2021 case of attempting to thwart the criminal investigation regarding an alleged assault on the family member by trying to wipe out video surveillance of the attack outside a residence. The assault was alleged to have occurred while Custadio was on duty and in uniform.

Custadio had been out on bail since his initial arraignment in February 2022, where he pleaded not guilty to four felony charges.
