Two of Tamerlan Tsarnaev’s Potential Jihadist Friends Are Dead

As investigators attempt to fill in the massive space between Tamerlan Tsarnaev, loving son and championship boxer, and Tamerlan Tsarnaev, the dead architect of the Boston Marathon bombing, they're looking to Russia. According to the newspaper Novaya Gazeta, Tsarnaev may have been linked to William Plotnikov, a Canadian "boxer-turned-jihadist" (sounds familiar) who died at the hands of Russian forces in the republic of Dagestan last year, while Tsarnaev was visiting.

Plotnikov's father described to CBC a son that was once a successful boxer and then suddenly turned to radical Islam, which also sounds very familiar. "He had lots of friends and girlfriends. Suddenly finished. No friends, no father, no mother," he said. "Only room and pray. That's it. What happened? Who can change his mind?"

Tsarnaev may have also known, or chatted online, with Makhmud Mansur Nidal, an 18-year-old militant who was reportedly "under surveillance for six months as a suspected recruiter for Islamist insurgents fighting Moscow's rule in the region." Nidal was also killed in Russia, in May 2012 during Tamerlan's six-month visit, in Dagestan's capital Makhachkala, where Tsarnaev's parents live.

"It seems that Tamerlan Tsarnaev came to Dagestan with the aim of joining the insurgents," a Russian security source told Novaya Gazeta. "After Nidal and Plotnikov were destroyed and he lost his contacts, Tsarnaev got frightened and fled." Friends or not, he eventually met the same fate.

Lawmaker Unemployment Hearing Attended By Single Member of Congress At Opening

WASHINGTON -- More than five years since the start of the Great Recession, unemployment remains a major economic problem in the United States, with long-term unemployment among its most stubborn aspects.

Nobody told Congress.

A hearing Thursday on long-term unemployment held before the 19-member Joint Economic Committee began with just a single lawmaker in attendance. Panelists testifying on the problem and its potential solutions spoke only to Sen. Amy Klobuchar (D-Minn.), the committee's vice-chair, for the beginning of the roughly 90-minute session.

The all-but-complete absence of congressional interest was first documented by National Journal reporter Niraj Chokshi, who tweeted a photo of the hearing. Shortly after the photo was posted, several other lawmakers did trickle in to participate. Sen. Christopher Murphy (D-Conn.) arrived eight minutes into the hearing. Once the hearing had been under way for 35 minutes, Rep. John Delaney (D-Md.) was also in attendance, according to Chokshi. Eventually Rep. Elijah Cummings (D-Md.) also joined, bringing the crowd to four.

Intelligence officials have texts from mom saying Tamerlan is prepared to die for Islam

In the phone call between mother and son that the Russians wiretapped, Tsarnaeva and Tamerlan Tsarnaev discussed his going to the Palestinian territories, as well as the subject of jihad, but in a general, "nonspecific" way, the source said. The Associated Press reported he dismissed the idea of traveling to the territories because he said he didn't speak the language there, Arabic.

Intelligence officials have also found text messages in which the mother discusses how Tamerlan is ready to die for Islam, two sources said.

Tamerlan and mother discussed Jihad in Palestine?

In early 2011, the Russian FSB internal security service intercepted a conversation between Tamerlan and his mother of a radical nature, officials confirmed to Orr.

The two discussed the possibility of Tamerlan going to the Palestinian territories, but he told his mother he didn't speak the language there, officials, who reviewed the information Russia shared with the U.S., told the AP.

The FBI Cut The NYPD Out of the Loop About the Tsarnaev Brothers’ Plans

New York City was supposed to be the next big show for the Boston Marathon bombers, a sort of blood ballet in Times Square planned spontaneously by the two crazy guys from the Caucasus when they were on the run and out of luck like the hapless homicidal characters in some Quentin Tarantino movie.

That they’d put the Big Apple in their sights was no surprise for the New York City Police Department or New York Mayor Michael Bloomberg. "When you catch a terrorist and look at a map in his or her pocket," Bloomberg has said for years, "it is always a map of New York."

What did surprise Bloomberg and Police Commissioner Ray Kelly, according to well informed sources, was the delay of more than 48 hours from the time the Federal Bureau of Investigation first had this information confirmed to the time word reached responsible officials in Gotham. According to these same sources, not only was the NYPD kept out of the loop, so was the Joint Terrorism Task Force in New York, which includes NYPD detectives but is run by the FBI.

The Feds may well have thought that the threat to New York was over. There were only two principle suspects: 26-year-old Tamerlan Tsarnaev, killed in a shootout, and his brother, 19-year-old Dzokhar Tsarnaev, wounded but answering questions in a Boston hospital. But officials in New York want, and indeed demand, the right to make their own threat assessments.

FBI Says Devices Suggest Expertise

A Federal Bureau of Investigation analysis of the bombs used in the Boston Marathon attacks has concluded that makers of the devices had some knowledge beyond the step-by-step recipes already described by the surviving suspect in the attack.

Dzhokhar Tsarnaev has told interrogators that he and his brother used bomb-making instructions found in Inspire, an online al Qaeda magazine, according to federal officials. His brother, Tamerlan Tsarnaev, the other accused bomber, was killed during a gunfight with police in Watertown, Mass.

The FBI's bomb experts analyzed remnants of both bombs that exploded on April 15 near the marathon's finish line, as well as additional explosive devices that authorities said were recovered after the encounter with the suspects early on April 19.

Their early conclusion is that the bomb makers likely had additional training or expertise, in part because they deviated from two recipes in Inspire, according to a report prepared by the Terrorist Explosive Device Analytical Center and law-enforcement officials briefed on the investigation.

Former CIA officer: ‘Absurd’ to link uncle of Boston suspects, Agency

Retired CIA officer Graham Fuller confirmed to Al-Monitor Saturday that his daughter was previously married to an uncle of the suspects in the Boston Marathon attacks, but called rumors of any links between the uncle and the Agency “absurd.”

Graham Fuller’s daughter, Samantha A. Fuller, was married to Ruslan Tsarnaev (now Tsarni) in the mid-1990s, and divorced in 1999, according to North Carolina public records. The elder Fuller had retired from the agency almost a decade before the brief marriage.

“Samantha was married to Ruslan Tsarnaev (Tsarni) for 3-4 years, and they lived in Bishkek for one year where Samantha was working for Price Waterhouse on privatization projects,” Graham Fulller told Al-Monitor by email Saturday. “They also lived in our house in [Maryland] for a year or so and they were divorced in 1999, I believe.”

“I, of course, retired from CIA in 1987 and had moved on to working as a senior political scientist for RAND,” Fuller continued.

Fuller said his former son in law was interesting but homesick, and moved back to Central Asia after the divorce.

Before Bombs, a Battered American Dream

BOSTON — It was a blow the immigrant boxer could not withstand: after capturing his second consecutive title as the Golden Gloves heavyweight champion of New England in 2010, Tamerlan Anzorovich Tsarnaev, 23, was barred from the national Tournament of Champions because he was not a United States citizen.

The cocksure fighter, a flamboyant dresser partial to white fur and snakeskin, had been looking forward to redeeming the loss he suffered the previous year in the first round, when the judges awarded his opponent the decision, drawing boos from spectators who considered Mr. Tsarnaev dominant.

From one year to the next, though, the tournament rules had changed, disqualifying legal permanent residents — not only Mr. Tsarnaev, who was Soviet-born of Chechen and Dagestani heritage, but several other New England contenders, too. His aspirations frustrated, he dropped out of boxing competition entirely, and his life veered in a completely different direction.

Mr. Tsarnaev portrayed his quitting as a reflection of the sport’s incompatibility with his growing devotion to Islam. But as dozens of interviews with friends, acquaintances and relatives from Cambridge to Dagestan showed, that devotion, and the suspected radicalization that accompanied it, was a path he followed most avidly only after his more secular dreams were dashed in 2010 and he was left adrift.

After that was compromised on, there is no chance of more taxes unless the Democrats take over the gerrymandered house and 60 seats in the Senate.
