how this would work with the following situation.

40K a year for 2, in a fixed income situation, not working - age 61 and 63 (SS and pension), currently paying 200 a month for an ACA bronze plan. Taxes are being paid on pension but not SS.

The plan is nothing more than catastrophic insurance, with a 6K deductible, per person.
