A question that has come to my mind regarding what is going on in New Jersey

Who is really the big fish here? Is it Christie, or is it Sampson? Is Christie just a stooge for Sampson. Is he planning on bankrolling the Governor all the way to the White House, where he could extort even more money, or is Sampson taking orders from Christie. Perhaps they consider themselves equal partners with different goals.
