Will private citizens push for bribery charges against Florida or Texas Attorney General offices?

In the recent acknowledgement that Donald Trump's foundation made payments to both the Florida attorney general and the Texas attorney general to drop criminal charges that Trump faced, will a private organization press for independent bribery investigation?
