Had they not put the static on it would be very possible to hear her speech, I do audio listening for various experiments as a hobby, and one of the tasks is to distinguish voice in static, I'm OK at it. Her voice would have easily been heard here.

You need to read up on signal noise ratio and why this works. If the other sounds (her speech) are far enough away from the speaker then the white noise can mask the audio enough to be inaudible.
