I don't get Rasmussen's methodology of which states are "Swing States"

First, it is a bogus poll anyway because it is Rasmussen, but here are the states:

Colorado, Florida, Iowa, Michigan, Nevada, New Hampshire, North Carolina, Ohio, Pennsylvania, Virginia and Wisconsin.

Rasmussen has Obama up 12 points in PA and MI and considers them "safe Obama" states. In MO Rasmussen has Romney up only 3 points. Do they just assume that Romney will all the states that McCain won in 2008?
