Settlers Seize House Near Ibrahim Mosque in Hebron

"On Thursday, March 29, Yediot Ahranot Israeli newspaper published on its website that settlers seized one of the Palestinian houses in Hebron City near Ibrahim Mosque (Mosque of Abraham), under the pretext that they have bought it from its Palestinian owners.

The Director General of Hebron Rehabilitation Committee Mr. Imad Hamdan told PNN "Settlers always claim that they are the owners of the houses they seize, but have they got any papers that prove it?"

"About 20 Settlers broke into the house at dawn. Yet, their claims are invalid and the Palestinian owners complained to the legal unit in Hebron Rehabilitation Committee," said Hamdan, "we are working on this issue until settlers get out of the house."

Settlers say they purchased the property legally and their representatives show records of the deal.

"The Israel Defense Forces is demanding the immediate eviction of the settlers who took over a house in the Arab part of Hebron last week. The security establishment has called the takeover a provocation, but the move has won the support of some politicians."

"The commander of the Hebron Brigade, Col. Guy Hazut, and other officers in the Central Command are putting heavy pressure on the army brass to immediately evacuate the house, which the settlers moved into on Wednesday night.

Hazut is demanding that the settlers leave the house immediately, based on a military law in force since the Six-Day War that any sale of property in the West Bank requires prior approval. The settlers apparently sought no such permission for the house in question.

However, the army will have trouble getting the settlers to meet its demand, because the rule is not enforced in practice.

People who have spoken to Hazut over the past few days said he was not told about the purchase and was surprised by the takeover. They said Hazut felt personally insulted and told the leaders of the Hebron Jewish community that he disapproved of the move."

2. Israeli forces evacuate Hebron sit-in to protest settler move

Israeli forces detained three Palestinians on Sunday, after evacuating activists from a building in Hebron's Old City, the Israeli army said.

They were protesting the seizure by Israeli settlers on Thursday of a nearby house belonging to the Abu Rajab family, he said.

Israeli forces used stun grenades and tear gas canisters to evacuate the sit-in, declaring the area a closed military zone, he added.

PM asked Barak to allow Jewish settlers who took over a house in Palestinian part of Hebron to exhaust their legal options; IDF previously gave settlers 24 hours to evacuate.

"Prime Minister Benjamin Netanyahu has asked Defense Minister Ehud Barak to postpone the evacuation of settlers who took over a house in the Arab part of the West Bank city of Hebron last week.

According to officials in Netanyahu's office, the prime minister asked Barak "to allow the settlers to pursue action through legal channels."

The prime minister's office did not say so directly, but Netanyahu's comment to Barak means the delay of the evacuation of the settlers, which was scheduled to take place on Tuesday at 3 P.M."

Among the signs of official support: the Ministry of Housing, on its Web site, invited bids for plots for the construction of more than 800 apartments in Har Homa, a Jewish development across the 1967 lines in southeast Jerusalem, and in Givat Zeev, a settlement north of Jerusalem in the West Bank."

6. Defying AG, ministers decide to hand Hebron market stores over to Israeli settlers

A panel of ministers has decided to instruct the army to transfer possession of a Hebron building that Jewish settlers were living in illegally to the city's Jewish community, after first evicting the squatters.

However, Attorney General Yehuda Weinstein believes there may be legal obstacles to the position of the Ministerial Committee for Settlement Affairs, which was created in June and consists mainly of Likud cabinet ministers. Weinstein is trying to formulate a new position on the matter.

The ministerial committee was assigned to formulate the state's response to a High Court of Justice petition filed by Peace Now, demanding the removal of the squatters.

The building, in Hebron's wholesale market, had been rented by Palestinian shopkeepers until its closure by military order after the 1994 massacre by Baruch Goldstein of 29 Muslim worshipers in the mosque at the Tomb of the Patriarchs.
