(3,050 posts)It should be noted the driver here is usually mortgage lenders. I have known folks who bought in flood zones but paid cash and the Feds or others aren't the ones requiring flood insurance. No mortgage, no insurance requirement although I could see if you live in a development with HOA governance, the HOA may also require it as the last thing they want is an abandoned flooded out property within their HOA. But no different than fire, you can understand why a bank wants something they may be the 80% plus owner of to be insured against likely risks.
