I can't speak for other cities, but Toronto really has a poor reputation for a number of reasons. In general, my issue is with the undercover apparatus, this is based on my own experiences as a youth in which they worked effortlessly to misrepresent me.

Cops here have gotten a lot of attention because they've been killing so many mentally ill street people. Once the murder of an admitted PIA named James Boyd hit You Tube and went viral, the DOJ got involved and hammered out an "agreement," meaning the PD just barely escaped being put under Federal control.

This is a medium sized city and entrenched racism wasn't the problem. I do think this might be a test case for other cities with corrupt police. Eventually they might work their way up to NYC and LA, the worst.
