Board member asks Cuomo to withdraw Tappan Zee loan plan

ALBANY—A member of the board that will take up a controversial plan to move $511 million in clean water funds to the Tappan Zee bridge replacement project is asking that it be withdrawn.

State Senator Bill Perkins, one of five members of the Public Authorities Control Board that is scheduled to take up the Tappan Zee loan at its meeting on Wednesday, sent a letter to Governor Andrew Cuomo on Tuesday afternoon asking him to withdraw his proposal for the loan, arguing that it violates state and federal law.

Perkins, one of two non-voting members on the board, called on Cuomo to release the key financial details about the plan that the administration has kept secret thus far.

“The fact that you and your agents at the Thruway Authority have still not released a full financing plan—and instead are relying on a secret piecemeal fiduciary strategy in this massive public undertaking—raises concerns of great magnitude for me,” Perkins wrote.
