That's the word I was looking for. I was showing this video to my students, but I kept explaining that effect as "syncing up with the framerate"--which I knew was technically the wrong term.

Video usually has to sync to multiples related to the refresh or scan rate, usually the same as the power supply, such as 60 hertz/cycles. 24 fps doesn't sync well when recording video on a monitor that is refreshing at 30 or 60 cycles and why you'll get those dark bars scrolling past
