Paintshop, not so much. But I think there is a levels setting that allows you to adjust colors.

There are a few different options.

From the drop down menus at the top try:

1. Image>adjustments>color balance . Then just slide the color sliders to desired color.

2. Image>adjustments>curves. Chose a color (red) from the "Channel" drop down box within the Curves dialog box. You can then drag a point on the curve to make the image more or less red.

3. Image>adjustments>levels. Similar to the curves option above, after you chose the red channel, you drag the slider left or right to change color

4. Layer>New Fill Layer>Solid Color. Pick the color you want from the pop up color selector. Your photo will now be a solid color so you need to change the layer blending mode from "Normal" to "color"
