They are scary because death and reanimation have made them into inhuman abominations. Intelligence gives some humanity back. Let the zombies be their bad ol' flesh-munching animal-like selves, I say.

Bill Hinzman, who passed away just yesterday, played Ghoul #1 in Night of the Living Dead, and in that role he is clearly seen trying to get at Barbara who has taken refuge in her car.

The ghoul pounds on the window several times, steps back, looks around, and grabs a large stone with which he then shatters the glass. Clearly this ghoul has identified a problem and ponders its solution before implementing that solution.

Personally, I'm not a fan of tool-using ghouls or zombies, but I have to concede that the founder of the genre made his feelings known very early on in the premiere film.

And he also used the same idea in the first two sequels as well. Here's a quote from Dawn of the Dead,
