I suppose maybe better than no shelter at all, but not by much. A tornado could EASILY rip the lid off it and suck the occupant out in a blink of an eye. They could send a deadly projectile through the plastic lid just as easily.

If you filled the trash-can after you were in it with a tight fill of packing peanuts, devised a strong and durable way to secure the lid from the inside and left sufficient head clearance on all sides, you'd still have a low enough density to be able to breathe through the packing and probably survive being thrown a few hundred feet.

I'm not suggesting anybody try it to find out.
