because it doesn't exist until it's performed, and time is the essential underlying structure of the performance.
When music is performed the time that passes during the performance is enhanced, and therefore decorated.

time such as a song being only 3 mins long or when taking piano lessons as a child and learning time signatures and measures.

I grew up with my dad usually Mozart or Vivaldi records playing during dinner-time, I just didn't think of it as decoration as much as just audible art.
