Minimize any obstructions in the line of sight between the mouse and USB receiver.
Try a different mouse. (It's always good to have a spare mouse and keyboard on hand.)
Try the mouse and receiver on a different computer.
If it's a laptop, does the trackpad work?
Mouse devices (I hate saying mice) will wear out after a while. There's just cheap plastic and circuits in there.

(1,636 posts)Sometimes the surface matters on optical mice, where the laser doesn't reflect properly on worn out, bumpy surfaces.
Try using the mouse on a sheet of white paper and see if that improves anything...if it does, you need a decent mouse pad going forward.
Figured this thing out on my own a few months back when my own mouse started acting screwy, until I tried on a less worn out spot.
