The police officer was in the booth giving whiskey to Johnny & Venus and then testing their reaction times, but Johnny's reaction times actually improved as he got more drunk.

Later on in the episode, the mascot for a rival station, WPIG, while wearing a pig costume, decided to "help" the guy who was painting the reception room by painting graffiti on the wall, and Johnny came by, took one look, and decided that he was, indeed, drunk, and told the cop that he'd just seen a giant pig.
