How is Harry Potter 7.5 one of the best-reviewed movies of the year?

I opened up the Entertainment Weekly '11 wrap-up to discover that, in respect to critical consensus, Harry Potter and the Deathly Hallows Part II nabbed top spot.

Did I see a different movie? Certainly it was well-crafted and competently-acted, but there was precious little that transcended the trappings of the genre.

Has the bar for film fantasy been set so low that critics pass out "A" grades merely for adequacy?
