Like he's taking a page from TFG's book - refusing to comply with federal mandates and attempting to build up an unvaccinated police force under his control in his state. 
It's all about power with them - and, as you said, all that comes with it. 
This is why they fear & detest women & people of color! Sharing power means sharing profits.
They want to continue the tradition of male white power in this country and refuse to accept the hard won changes that have been far too long in coming.
I first heard him on with Nicolle Wallace, giving the best anti-TFG rant I'd ever heard! I've paid attention ever since!
