certain features simply haven't been added yet (tact, vocabulary upgrade, empathy, democracy, etc.)
and many features that have been added are buggy (can't stay on topic, repeats words, occasionally crashes mid-interview and restarts with the boot-up insult routine, etc.)

seriously, as a former programmer, he really does look an awful lot like a buggy program that attempts to act like a human.
