That is, run an inquiry that goes on forever, publicly seen delving into everything Trump, and then one day submits a report that says, "Nope. Nada." and goes home.

Mueller could have deduced that quite some time ago, IF there was nothing to investigate. I believe Mueller has so many leads he doesn't know where to investigate next. I firmly believe there is much "there, there".
